Why does my FLIR A310 have the wrong IP address?

During camera startup, the camera will appear to have an IP address that is different from the actual IP address of the camera. Once the startup procedure (about 30 seconds) has completed, the camera will jump back to its static IP address or DHCP, depending on the current settings.
